The American People’s Immigration Control Act

To my fellow Americans, the people of Texas are currently drafting The American People’s Immigration Control Act of 2007… The written bill below is the latest draft that we feel congress should implement.  We feel that since congress up on Criminal Hill decided to write and tried to pass an amnesty bill behind our backs, that we will help them out and write a bill that We The People can agree upon.  We are asking that you will review this easy to read, easy to understand and easy to enforce Act.  After you have read this common sense Immigration Control Act, we ask if you have any suggestions and/or comments to please reply and let us know.  Remember this is by the people, for the people.  Once we have completed the final version, we will then move to have our representatives support it and push it forward.  If we gain enough support , congress will have no choice but to listen to the majority.  This can be done, demand to be heard…   

TITLE I–BORDER ENFORCEMENT
SEC. 001. PHYSICAL INFRASTRUCTURE.
a. The Secretary of the Department of Homeland Security shall without reasonable delay complete construction of the 854 miles of border as specified in the “Secure Fence Act of 2006”.b. For the purposes of this legislation, “reasonable delay” shall be defined as any length of time beyond 6 months. Should this standard not be accomplished, the Secretary shall appear before Congress to show cause as to why a citation of Contempt of Congress should not proceed forthwith.

c. Beginning with passage of The American People’s Immigration Control Act of 2007, Congress shall immediately act to provide for the debate and passage of all necessary legislation and funding for completion of further border fencing to complete an uninterrupted physical barrier around the Continental United States, and the Eastern border of Alaska.

SEC. 002. INCREASE IN FULL-TIME BORDER PATROL AGENTS.
a. The Secretary of Homeland Security shall, subject to the availability of appropriations for such purpose, increase the number of positions for full-time active-duty border patrol agents within the Department of Homeland Security to a level that is plainly consistent with the patrol and enforcement of the physical barrier so far described.

b. Authorization of Appropriations- Beginning with passage of The American People’s Immigration Control Act of 2007, the Department of Homeland Security shall present to Congress for ratification, a restructured budget funding the physical barrier so far described using existing DHS appropriations.

TITLE II—IDENTIFICATION OF ILLEGAL IMMIGRANTS

SEC. 003. PROVISION OF WORK PERMITS.
a. The Secretary of Homeland Security shall without reasonable
delay supervise the design, creation, and plan for the
manufacture and issuance of a “Tamper-Proof” identification
card/work permit that shall include:
i. A photograph of the holder.
ii. A verifiable home address in the country where the holder
is a certified national.
iii. A provisional Social Security Number.
iv. And, both thumbprints of the holder.

b. For the purposes of this legislation, “reasonable delay” shall be defined as any length of time beyond 6 months. Should this standard not be accomplished, the Secretary shall appear before Congress to show cause as to why a citation of Contempt of Congress should not proceed forthwith.

c. The Secretary of Homeland Security shall establish working
locations in the North, and Central American consular offices of
the United States of America to:
i. Establish the legal identity, and citizenship in good
standing of North, and Central American nationals
interested in working in the United States of America.
ii. Once proof of identity and national citizenship in good
standing has been established, the above described
identity/work permit may be issued to the candidate.

d. It shall be a Federal Felony to make available the above
described identity/work permits available within the
Sovereign territorial boundaries of the United States of
America.

e. The above described identity/work permits will be valid
for a term not longer than 2 years, and may be renewed
one time only by the holder at the issuing consular office,
subject to re-verification of all existing identity information,
including a legal address in the holder’s country of origin.

TITLE III—WORKPLACE ENFORCEMENT
SEC. 004. EMPLOYER REQUIREMENTS.
a. Upon passage of the American People’s Immigration Control Act of 2007, all employers operating within the North American continental borders of the United States of America and Alaska, will have 365 calendar days to verify either the legal immigration status of all workers, or the possession of the above described identity/work permit, and have results of this verification available to DHS inspectors, or agents of the FBI.

b. Beginning the Monday following the 365 calendar day grace period, the Chief Executive Officer of all employers operating within the North American continental borders of the United States of America and Alaska, if found to be in violation of the immigration status, or identity/work permit provisions of the American People’s Immigration Act of 2007, shall be charged with a Federal Misdemeanor carrying a mandatory sentence of 1 year in a minimum-security Federal Prison, and a $5,000.00 fine per illegal worker.

c. Should the Chief Executive Officer of any employer operating within the North American continental borders of the United States of America and Alaska be found in violation of the American People’s Immigration Control Act of 2007 for any successive time, he or she will be charged with a Federal Felony carrying a mandatory sentence of not less than 10 years in Federal Prison, and a $250,000.00 fine.
